Teacher evals all the talk today. Teacher evaluations in New York will be based, in part, on student test scores, thanks to a late-night (or early morning?) agreement reached between union leaders and top education officials. Meanwhile, in Colorado, the governor signed into law today new rules for teacher quality, including a provision that requires 50 percent of evaluations to depend on student test scores.
