Layoffs by Lottery?

Earlier this week Matt Yglesias quasi-jokingly asked if laying off teachers by lottery might be a more objective and rational way to reduce a school district workforce than existing last-in-first-out policies. As Sara Mead points out in an excellent post, layoffs by lottery is actually the final tiebreaker in many school districts for who gets laid off and who gets to keep their job. These school districts would rather let teacher layoff decisions come down to pure chance than use any subjective measure of teaching ability, whatsoever.

Doesn’t this illustrate a lack of leadership for making tough decisions? Or is this another power play with unions?
