The deadline for states applying for RTT funds to adopt common core standards and provide related supplemental information to be considered in the RTT process is Aug 2nd.
I was assuming that the Dept of Education would not release the RTT results until after that deadline. But, today the Sec released the list of 19 finalists for round II. Did the Sec. release the list of Race to the Top finalists too early? Will this end up impacting the many states who applied for RTT, but have not yet adopted the common core standards. A quick look at the states in RTT that had not yet adopted common core – Alabama, California, Iowa, Maine, Montana, Nebraska, New Mexico, Utah, and Washington. Only one of these states – California – is among the finalists in RTT round 2. California’s state board is scheduled to take up the adoption of Common Core on Aug 2nd, and while all signals appear that the board will adopt the Common Core standards, if they were not a finalist state, I am sure that the issue would have been more contentious. What about the other 8 states who have committed in their RTT applications to join common core, but haven’t yet? Will this early release eliminating them from RTT impact their adoption of the common core standards? We will not have to wait long to find out. For example Iowa’s state board will take up the common core standards this Thurs. and Nebraska’s board will take them up early next month. So, will Iowa still adopt the standards now that it will not impact its RTT eligibility? Time will tell.

Utah has also already adopted the CCSS…
Rob — let’s also assume that the State of Washington will sign on to the common core since it is the applicant state for the Smarter/Balanced assessment consortia. (The tests will assess common core standards.)
Colorado is a Race to the Top finalist and also has not yet adopted the Common Core standards. The CO Board of Ed is scheduled to vote on adoption 8/2.
