The Difference a Dollar Makes

Two recent stories, one from New Jersey and the other from California, show how effective dollars are in encouraging districts to open their boundaries to outsiders. New Jersey is contemplating expanding its interdistrict choice program and the idea is getting lots of support from districts that have earned extra money by enrolling out-of-district students. Meanwhile, the famed Beverly Hills school district in California is considering kicking out its out of district students because it no longer receives additional state funds to support them.

ES released a report last year on the potential of interdistrict choice and concluded that it is unlikely districts will enroll large numbers of students across district lines without some financial carrots. That’s not a bad thing, but it can be an expensive way to promote choice, especially if you’re paying twice–to the sending and receiving districts–for the same student.
