		<description>How much of it is due to the fact that many affluent white families in urban areas shun the public schools UNLESS their kids qualify for special education? I know a number of families who are like this. Their disabled child is enrolled through the public schools to get special ed services but their other kids attend private schools on the parents&#039; dime.</description>
